Born in Chongqing on August 22, 1940, his father, Shi Fuliang, was an early leader of the Communist Youth League, and his mother was from Jiangjin. Shi Guangnan returned to his hometown in Dongye Village, Yuanyuan, in 1948 to attend elementary school, and graduated from elementary school in Jinhua City in 1949. After liberation, he moved to Beijing with his parents and began to study composition under the influence of his father. After graduating from high school in 1957, he was admitted to the Central Conservatory of Music by exception.
