On the afternoon of Nov. 16, the 4th Shikuanggu Qin Art Festival of the 40th Chrysanthemum Culture Festival in Kaifeng, China opened at the city Museum. Vice Mayor Wang Guoqing, Secretary of the Party Group and Director of the Municipal Bureau of Culture and Tourism Wei Peishi, Secretary of Yuwangtai District Party Committee Huang Teng, Deputy Secretary of Yuwangtai District Party Committee and Director Tao Yusmin, Director of the Management Committee of Songdu Ancient City Cultural Industrial Park, Fan Cheng, Secretary of the Party Group of the Municipal Federation of Arts and Culture, Fu Xinxi, Deputy Secretary of the District Party Committee, Wang Shuai, Deputy secretary of the District Party Committee and Secretary of the Party Working Committee of Sanlibao Subdistrict, Han Shuyi, Chairman of the District CPPCC, Yao Zhihai, a four-level researcher of the Municipal Publicity Department, Zhang Limin, a member of the Standing Committee of the District Party Committee, Minister of the Publicity Department and vice governor of the District Party Committee, Ren Ming, a member of the Standing Committee of the District Party Committee and director of the office of the District Party Committee attended the opening ceremony. The opening ceremony was presided over by Zhang Limin.

Chen Guangsheng delivered a speech for the Guqin Art Festival, saying that Shiguang Guqin Art Festival has gradually become one of the important activities of Kaifeng Chrysanthemum Culture Festival, which has been recognized and praised by all walks of life, and hoped that the art festival will gradually become another beautiful name card of Kaifeng international cultural tourism city.

Tao Yumin pointed out in his speech that in recent years, Yuwangtai District attaches great importance to the integrated development of culture and tourism. Relying on rich historical and cultural resources, Yuwangtai District vigorously promotes the integration of culture, tourism, culture and innovation, builds the brand of cultural resources, and strives to create an all-regional tourism demonstration area in Henan Province. The festival aims to build a platform for the majority of Guqin art lovers to learn from each other, exchange and display, further enhance the city's heritage, promote the Guqin cultural heritage to live, pass on and go far, and contribute to the high-quality development of Kaifeng's cultural cause.

Finally, Wang Guoqing declared the festival open.

In the opening ceremony, the theme performance of Shi Kuang Guqin art was also held. Through the allusion of Shi Kuang's "encouraging learning", the famous Guqin song "Flowing Water", accompanied by dance, poetry recitation, chorus and other artistic forms, the deeds of Shi Kuang, the music sage, and the charm of classical art were displayed.
